The idea of "public things" came up in the 19th century...It would be welcome to see workers getting older then 20...The "Industrial Revolution" had a lot of workers living in terrible housing conditions close to the factories working up to 80 hours a week...
In the worst cases workers hardly did get old enough to "reproduce"...Shortage of workers would mean increase of wages... Both trade unions and human rights ideas did bring "social improvements". The "revolution risks" pushed progress even further... To end cholera open sewers had to be history...a right of clean drinking water...Putting lots of people in one room-wet when it rains-had to end by making housing rules... (We had older housing rules...the number of windows on the streetside, a frontdoor-did increase (urban) tax. So "the rich" could show "their success").
