DJ, One of many mistakes often made by US "leaders"-and its west vazzals- is ignoring a country and its relationship with other countries...You can sanction Russia-but Russia is very large with many borders...

Since 2014 -first sanctions- Russia switched to other, non western, partners if "the west" wanted to "punish" Russia. 

So an US/USrael goal in a -small- nuclear attack near a Russian base in Syria was meant as a sign to "the rest"-very likely from "the west"....

Tactical-battlefield-nuclear weapons may be of use to destroy underground structures, larger concentration of forces...but it may also be used to send a signal. 

US usage of small tactical nuclear weapons in Afghanistan (since 2001) and Iraq (2003) may have send the message to "stay out" both to Russia and Iran. Iran borders both Afghanistan and Iraq...
