MOSCOW, January 17. /TASS/. President Vladimir Putin of Russia and President Masoud Pezeshkian of Iran will hold talks at the Kremlin on Friday and sign the Treaty on Comprehensive Strategic Partnership.

The meeting’s agenda includes global and regional issues of mutual interest, including developments in the Middle East. The parties will also discuss the situation in the South Caucasus and the state of affairs around Iran’s nuclear program. The bilateral agenda includes ways to expand trade, investment, transport, logistics and humanitarian cooperation.

Putin and Pezeshkian are supposed to make statements to the media after the talks.

New level of relations

The treaty is designed to bring Russia-Iran relations to a new level, cementing their status as strategic partners.

According to officials from both counties, the document will cover all areas, including defense, the fight against terrorism, the energy sector, finances, transport, industries, agriculture, culture, science and technology.

Russia and Iran are currently guided by the 2001 Treaty on the Foundations of Relations and Principles of Cooperation. It was concluded for ten years and automatically renewed for subsequent five-year periods. The new document will be concluded for 20 years.

Professor Ruhollah Modabber, Iranian political scientist and the country’s leading Russia expert, told TASS that the new treaty would not only boost cooperation between the two countries but would also allow them to better resist US sanctions. The document also contains provisions on respect for each other’s territorial integrity.

According to the Kremlin, the treaty is in line with aspirations of both Moscow and Tehran and is not directed against the interests of other countries. Iranian Foreign Minister Abbas Araghchi noted that the treaty did not provide for the establishment of a defense alliance.

Cooperation across all areas

The Kremlin pointed out that Russia-Iran relations "are on the rise," progressing based on the principles of mutual respect and the consideration of each other’s interests. The parties maintain active dialogue via all channels, including intergovernmental, interparliamentary, inter-agency and inter-regional ones. In November, Russia’s prime minister made a visit to Iran, the first in recent years.

Both countries give high priority to the development of trade and economic ties. A Russian-Iranian permanent commission on trade and economic cooperation operates effectively.

Bilateral trade rose by 15.5% to $3.77 bln between January and October 2024. The share of national currencies in mutual payments has exceeded 96%. The parties work on a number of major joint projects, primarily in the fields of transport and energy. In particular, the first power unit of the Bushehr Nuclear Power Plant in Iran is in operation, and work is underway to construct the second and third units.

The two countries also seek to boost humanitarian ties. The Days of Russian Culture are expected to take place in Iran this year. Efforts continue to establish a Russian Cultural Center in Tehran. The number of Iranian students enrolled in Russian universities has passed 9,000.

"Close coordination between Russia and Iran on the international stage is based on common approaches, including commitment to building a just multipolar world order based on universally recognized principles of international law, equal and indivisible security, mutually beneficial and equitable cooperation between countries, the desire to pursue an independent foreign policy and determination to resist external pressure and the practice of illegitimate sanctions," the Russian presidential press service stated.

Previous communication

This will be the third meeting between Putin and Pezeshkian. The first two took place on the sidelines of an international forum in Turkmenistan and the BRICS summit in the Russian city of Kazan in October 2024.

Besides, Putin and Pezeshkian held two phone calls in 2024.

The Comprehensive Strategic Partnership Agreement, to be signed by Russian President Vladimir Putin and Iranian President Masoud Pezeshkian in Moscow on Friday, marks an unprecedented alignment between the two countries.

The two presidents are about to discuss expanding cooperation, including in "trade, investment, transport, logistics, humanitarian sphere, and current issues on the regional and international agenda”, according to a Kremlin statement.

Russia and Iran have cultivated closer ties in recent years as part of their shared effort to create a bulwark against Western efforts to isolate them. Doing so affords the two countries the ability to effectively shelter and provide each other with political support, defense assistance, and economic ties.

At the heart of this partnership are similarities in some aspects of their policies which have aligned their interests closer to each other.

The similarities are that both Iran and Russia are oil-based and developing economies. In their foreign policy, both countries distrust the West which has targeted them with a series of sanctions.

They also share a worldview which seeks to establish an alternative set of international institutions in order to safeguard the interests of the countries outside the Western orbit and balance against those organizations established by the United States in the aftermath of World War II.

The reason behind Iran’s decision to forge strategic partnership with Russia can be summed up in the fact that Russia, as a nuclear power and a permanent member of the UN Security Council, does not seek to change the power structure, nature of the political system, constitution, culture and foreign policy of Iran and sees the Islamic Republic in line with its interests.

The reason behind the failure of normalization with the West in the last four decades is that Iran sought a degree of relationship which established commercial transactions but kept the Westerners at an arm’s length and did not allow their accustomed meddling in the country’s internal affairs.

Like Iran, Russia’s economy is characterized by a mix of public and private sector activities, along with a significant presence of state-owned enterprises where some strategic fields such as energy and power are totally controlled by the government.

In both countries, the service sector, industry and agriculture have the largest share in the national production and oil revenues constitute much of the state budget. For economic growth, both countries rely on energy, where exports, government income, employment and investment are based on oil and gas revenues.

The relationship with the West is not an affair with the government per se. Many pressure groups, corporates and lobbies play a fundamental role in policymaking in the West, while there is one policy in the East, and that is government policy.

As for regional and global economic integration, Russia is a member of the World Trade Organization as well as the Commonwealth of Independent States, Asia-Pacific Economic Cooperation Organization, the Group of 20 major economies, the Shanghai Cooperation Organization, the Black Sea Economic Cooperation Organization, the BRICS group of emerging economies  and the Eurasian Economic Union.

China-Iran relations are strongly founded, and the three mutual’s should be particularly mentioned. The first should be mutual appreciation of the civilization of the other side. China represents civilization of East Asia while Iran represents the achievements of human civilization of West Asia. The two have been learning from each other for more than two thousand years. The shared heritage of Karez is just one example of the mutual learning of the two. And the two have been interacting with each other peacefully along the ancient Silk Road.

The second should be mutual acknowledgement of the importance of the other side as a strategic actor. China is well aware that Iran is a great regional power with diligent and intelligent people, abundant resources and geopolitical location while Iran is well aware that China is one of the leading actors situated in East Asia but with global influence. The two are interdependent partners on strategic issues.

The third should be mutual economic complementarity. While Iran is rich in natural resources including oil and gas and a number of very important rare minerals, China has advantage in financial investment and advanced technologies, and is in need of energy as a major consumer. The complementarity has served to bind the two together economically.

The three mutual’s have served to maintain the relations between the two in stable ways for decades. But worthy of special mentioning is that the last years, the year 2024 in particular, have seen that the relations between the two have entered a new stage of mutual political trust as a result of both the natural development of bilateral relations and the evolution of global politics.

MOSCOW, January 17. /TASS/. Iranian President Masoud Pezeshkian, on an official visit to Russia, laid a wreath at the Tomb of the Unknown Soldier in Alexander Garden, a TASS correspondent reports.

After laying a wreath of scarlet roses and white lilies, Pezeshkian paid tribute to the memory of the fallen soldiers with a minute of silence.

The ceremony was accompanied by the Special Military Exemplary Band of the Honor Guard.

WASHINGTON: US Secretary of State Antony Blinken’s final press briefing descended into chaos Thursday after the announcement of a ceasefire and hostage deal between Israel and Hamas.

Concerns about Israel’s newfound hostility toward Syria’s new Islamist government, run by al-Qaeda-linked Hayat Tahrir al-Sham (HTS) grew substantially on Wednesday after an Israeli drone attacked a military convoy belonging to the new government in the southern Quneitra Governorate. Three people were killed, two fighters and a civilian.

Despite hundreds of Israeli airstrikes on remnants of the Assad government across Syria in the past month, this is significant because it is the first time Israel has attacked active personnel with the new, post-Assad government.

Though the US State Department has endorsed the Israeli invasion and occupation of Syria, it has led to disquiet in the international community. Turkey is particular, a strong backer of the HTS, has criticized the Israeli aggression, and demanded that they withdraw from Syria, warning "unfavorable outcomes" if they stay.

Israel’s Foreign Ministry angrily rejected the Turkish positioninsisting Turkey is the real "imperialist actor." Turkey has been intervening against the Kurdish SDF in northern Syria for weeks, and President Erdogan’s call for Israeli withdrawal was couched as the international community taking “hands off Syria” to allow Turkey to wipe out ISIS and the SDF.

Russian President Vladimir Putin Friday (Jan 17) held talks w
ith his Iranian counterpart Masoud Pezeshkian in the capital Moscow ahead of the signing of a 20-year strategic partnership treaty. The deal has already stoked tensions in the West as it paves way for deeper defence cooperation between the two nations. Pezeshkian is on his first bilateral visit to Russia since assuming office last July.

“We will discuss all areas of our co-operation and sign a comprehensive strategic partnership agreement,” the Russian leader said. “We have been working on it for a long time and I am very pleased that this work has been completed,” he said, adding it should further boost trade and economic ties.

Deal on nuclear power plant

Putin said ahead of the meeting he believed the two nations would finalise a deal on building a nuclear power plant in Iran.

Russia built Iran’s first nuclear plant, which became operational in 2013. The two nations have already signed contracts for two additional reactors.

Earlier, the Kremlin said Iran was an important partner of Russia. "Iran is an important partner for us with which we are developing multifaceted co-operation," Kremlin spokesperson Dmitry Peskov told reporters.

Mutual defence clause not included

Russia over the past few years has deepened its ties with nations considered as rival by US, including North Korea. Russia has even signed a mutual defence treaty with Minsk and Pyongyang; however, a similar deal has not bee reached between Moscow and Iran.

Even as the West remains wary of the deepening Iran-Russia bonhomie, both nations maintain their partnership is not aimed against any other country.

Iran has been accused of providing its suicide kamikaze drones to Russia for its war against Ukraine. Meanwhile, Russia has given its S-300 air defence system to Iran and is believed to be in the process of giving advanced fighter jets.

Earlier, Pezeshkian participated in the BRICS summit in Kazan and held discussions with Russian Prime Minister Mikhail Mishustin and Putin.

New Delhi: Moscow has called for adding India to the Quad grouping on Afghanistan that currently has China, Pakistan, Iran and Russia. Russian foreign minister Sergei Lavrov said on Tuesday (Jan 14) at a briefing: "It is more important to strengthen trust within the SCO [Shanghai Cooperation Organisation], within the format that is currently working on Afghanistan (Russia, China, Pakistan, Iran). Iranian Foreign Minister Seyed Abbas Araghchi, Russian Foreign Minister Lavrov, Chinese Foreign Minister Wang Yi and Pakistani Defence Minister Muhammad Asif were present at the meeting.
